PFOS bola hlavnou \u00fa\u010dinnou zlo\u017ekou AFFF od roku 1970. V roku 2006 bola smernicou 2006\/122\/ES zak\u00e1zan\u00e1 PFOS v penov\u00fdch koncentr\u00e1toch nad limit 50 ppm (50 mg\/kg). Peny s PFOS sa mohli pou\u017e\u00edva\u0165 do 27. j\u00fana 2011. Teraz je PFOS uveden\u00e1 v pr\u00edlohe I k nariadeniu E\u00da 2019\/1021 a limit bol spr\u00edsnen\u00fd na 10 ppm (10 mg\/kg).    <\/p>\n<p>[\/et_pb_text][et_pb_text _builder_version=&#8220;4.27.3&#8243; _module_preset=&#8220;default&#8220; text_font_size=&#8220;18px&#8220; global_colors_info=&#8220;{}&#8220;]<strong>PFOA (C8)<\/strong> Kyselina perflu\u00f3rokt\u00e1nov\u00e1 (PFOA) bola v E\u00da prv\u00fdkr\u00e1t regulovan\u00e1 v roku 2017 na z\u00e1klade nariadenia REACH. Regul\u00e1cia sa t\u00fdkala len v\u00fdrobcov a pre z\u00e1soby peny bola stanoven\u00e1 v\u00fdnimka. V roku 2019 bola PFOA zak\u00e1zan\u00e1 aj na medzin\u00e1rodnej \u00farovni na z\u00e1klade \u0160tokholmsk\u00e9ho dohovoru. V roku 2020 bol tento z\u00e1kaz prenesen\u00fd do nariadenia E\u00da o PFOA, ktor\u00e9 nahradilo star\u00e9 nariadenie v E\u00da. PFOA je zak\u00e1zan\u00e1 na z\u00e1klade nariadenia o perzistentn\u00fdch organick\u00fdch zne\u010dis\u0165uj\u00facich l\u00e1tkach od 4. j\u00fala 2020. <\/p>\n<p>V j\u00fani 2022 sa zmluvn\u00e9 strany \u0160tokholmsk\u00e9ho dohovoru rozhodli zahrn\u00fa\u0165 PFHxS, jej soli a s\u00favisiace zl\u00fa\u010deniny do zmluvy. Komisia doplnila t\u00fato skupinu l\u00e1tok do nariadenia E\u00da o POPs v m\u00e1ji 2023 a nariadenie nadobudlo \u00fa\u010dinnos\u0165 28. augusta 2023. <\/p>\n<p>Zva\u017euje sa zaradenie perflu\u00f3rovan\u00fdch karboxylov\u00fdch kysel\u00edn s dlh\u00fdm re\u0165azcom (C9-21 PFCA) do \u0160tokholmsk\u00e9ho dohovoru a ich n\u00e1sledn\u00e1 glob\u00e1lna elimin\u00e1cia.<\/p>\n<p><strong>Obmedzenia pod\u013ea nariadenia REACH<\/strong><\/p>\n<p>Perflu\u00f3rovan\u00e9 karboxylov\u00e9 kyseliny (C9-14 PFCA), ich soli a prekurzory s\u00fa v E\u00da\/EHP obmedzen\u00e9 od febru\u00e1ra 2023 na z\u00e1klade rozhodnutia Eur\u00f3pskej komisie prijat\u00e9ho na n\u00e1vrh nemeck\u00fdch a \u0161v\u00e9dskych org\u00e1nov.<\/p>\n<p>Nemecko navrhlo \u010fal\u0161ie obmedzenie pre kyselinu undekaflu\u00f3rohex\u00e1nov\u00fa (PFHxA), jej soli a s\u00favisiace l\u00e1tky. Tento n\u00e1vrh pos\u00fadili vedeck\u00e9 v\u00fdbory agent\u00fary ECHA v decembri 2021. \u010clensk\u00e9 \u0161t\u00e1ty E\u00da hlasovali za n\u00e1vrh Komisie vo febru\u00e1ri 2024. Obmedzenie teraz pred jeho prijat\u00edm presk\u00fama Eur\u00f3psky parlament a Rada.   <\/p>\n<p>Vn\u00fatro\u0161t\u00e1tne org\u00e1ny Nemecka, D\u00e1nska, Holandska, N\u00f3rska a \u0160v\u00e9dska navrhuj\u00fa obmedzenie, ktor\u00e9 sa vz\u0165ahuje na \u0161irok\u00fa \u0161k\u00e1lu pou\u017eit\u00ed PFAS &#8211; na podporu vyhl\u00e1sen\u00ed, ktor\u00e9 odzneli v Rade pre \u017eivotn\u00e9 prostredie v decembri 2019. Svoj n\u00e1vrh predlo\u017eili agent\u00fare ECHA v janu\u00e1ri 2023 a vedeck\u00e9 v\u00fdbory agent\u00fary ECHA ho teraz posudzuj\u00fa. <\/p>\n<p>Okrem toho agent\u00fara ECHA v janu\u00e1ri 2022 predlo\u017eila n\u00e1vrh na obmedzenie pre PFAS pou\u017e\u00edvan\u00e9 v hasiacich pen\u00e1ch. Vedeck\u00e9 v\u00fdbory agent\u00fary ECHA tento n\u00e1vrh podporili vo svojich stanovisk\u00e1ch dokon\u010den\u00fdch v j\u00fani 2023. Eur\u00f3pska komisia spolu s krajinami E\u00da o obmedzen\u00ed rozhodne v primeranom \u010dase. Toto pou\u017eitie nie je zahrnut\u00e9 do v\u0161eobecn\u00e9ho obmedzenia PFAS, ktor\u00e9 navrhlo p\u00e4\u0165 vn\u00fatro\u0161t\u00e1tnych org\u00e1nov.   <\/p>\n<p><strong>L\u00e1tky vzbudzuj\u00face ve\u013emi ve\u013ek\u00e9 obavy pod\u013ea nariadenia REACH<\/strong><\/p>\n<p>Viacer\u00e9 PFAS s\u00fa na kandid\u00e1tskom zozname l\u00e1tok vzbudzuj\u00facich ve\u013emi ve\u013ek\u00e9 obavy (SVHC) pod\u013ea nariadenia REACH, napr\u00edklad PFOA, perflu\u00f3rovan\u00e9 karboxylov\u00e9 kyseliny (C9-14 PFCA) a PFHxS.<\/p>\n<p>V j\u00fani 2019, janu\u00e1ri 2020 a janu\u00e1ri 2023 boli tri skupiny PFAS identifikovan\u00e9 ako SVHC.<\/p>\n<p>Ide o tieto skupiny:<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>2,3,3,3-tetraflu\u00f3r-2-(heptaflu\u00f3rpropoxy)propionov\u00e1 kyselina, jej soli a jej acylhalogenidy (HFPO-DA), n\u00e1hrada PFAS s kr\u00e1tkym re\u0165azcom za PFOA pri v\u00fdrobe flu\u00f3rpolym\u00e9rov, bola prvou l\u00e1tkou pridanou na zoznam kandid\u00e1tskych l\u00e1tok. Jej am\u00f3nna so\u013e je v\u0161eobecne zn\u00e1ma ako GenX. Tieto PFAS boli identifikovan\u00e9 ako chemik\u00e1lie vzbudzuj\u00face rovnak\u00e9 obavy ako karcinog\u00e9ny, mutag\u00e9ny a reprotoxick\u00e9 l\u00e1tky (CMR) a perzistentn\u00e9, bioakumulat\u00edvne a toxick\u00e9\/ve\u013emi perzistentn\u00e9 a ve\u013emi bioakumulat\u00edvne (PBT\/vPvB). <\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Hodnotenie l\u00e1tok pod\u013ea nariadenia REACH<\/strong><\/p>\n<p>Nieko\u013eko \u010fal\u0161\u00edch PFAS je na zozname, ktor\u00fd sa m\u00e1 v nasleduj\u00facich rokoch vyhodnoti\u0165 (priebe\u017en\u00fd ak\u010dn\u00fd pl\u00e1n Spolo\u010denstva), alebo u\u017e bolo vyhodnoten\u00fdch. Cie\u013eom hodnotenia je objasni\u0165 po\u010diato\u010dn\u00e9 obavy t\u00fdkaj\u00face sa potenci\u00e1lneho rizika pre \u013eudsk\u00e9 zdravie alebo \u017eivotn\u00e9 prostredie, ktor\u00e9 by mohla predstavova\u0165 v\u00fdroba alebo pou\u017e\u00edvanie t\u00fdchto l\u00e1tok. <\/p>\n<p><strong>Hodnotenie skup\u00edn PFAS<\/strong><\/p>\n<p>Neform\u00e1lna koordina\u010dn\u00e1 skupina nieko\u013ek\u00fdch kraj\u00edn E\u00da, agent\u00fary ECHA a Eur\u00f3pskej komisie od roku 2014 preveruje \u00fadaje o PFAS obsiahnut\u00e9 v registra\u010dnej datab\u00e1ze agent\u00fary ECHA a koordinuje regula\u010dn\u00fa \u010dinnos\u0165 na z\u00e1klade skup\u00edn.<\/p>\n<p>Napriek efekt\u00edvnemu pr\u00edstupu v porovnan\u00ed s regul\u00e1ciou pod\u013ea jednotliv\u00fdch l\u00e1tok sa pr\u00e1ca mohla t\u00fdka\u0165 len skup\u00edn PFAS s najvy\u0161\u0161ou naliehavos\u0165ou vzh\u013eadom na ve\u013emi ve\u013ek\u00fd po\u010det PFAS.<\/p>\n<p>Datab\u00e1za agent\u00fary ECHA obsahuje inform\u00e1cie o nieko\u013ek\u00fdch tis\u00edcoch jednotliv\u00fdch PFAS na trhu E\u00da. Tieto patria do r\u00f4znych podskup\u00edn. Posudzovanie a pr\u00edpadne riadenie riz\u00edk pod\u013ea podskup\u00edn by si vy\u017eadovalo zna\u010dn\u00e9 mno\u017estvo \u010dasu. Agent\u00fara ECHA preto uzn\u00e1va, \u017ee je potrebn\u00e9 presk\u00fama\u0165 holistick\u00fd skupinov\u00fd pr\u00edstup k regula\u010dn\u00e9mu hodnoteniu a riadeniu riz\u00edk.   <\/p>\n<p>V strat\u00e9gii E\u00da v oblasti chemick\u00fdch l\u00e1tok pre udr\u017eate\u013enos\u0165 je politika PFAS v popred\u00ed z\u00e1ujmu.
