WHY is this important?

Aqueous Film Forming Foams (AFFF) were traditionally used since the early 1970s for fire suppression. However, it was discovered that AFFF formulations contain perfluoralkyl and polyfluoroalkyl substances (PFAS), which are highly persistent in the environment, bioaccumulative, and toxic to humans and wildlife. As a result, worldwide regulations were changed, and all organisations have to move away from using AFFF and switch to using fluorine-free foams (FFF) for fire suppression.

The European Parliament and Council adopted in 2019 directive EU 2019/1021 on the restriction of the use of Persistent Organic Pollutants (POPs), which has huge implications for existing obligations and the functioning of operators also regarding fluorinated foam concentrates.

The main reason is that the production and use of foam concentrates containing PFAS have been or is in the process to be banned and therefore the obligation to replace fluorinated AFFF foam with eco-friendly FFF is now the only responsible option.

It was essential to eliminate the use of PFAS in the foam concentrates because the chemicals used, per- and polyfluoroalkyl substances (“PFAS”), are now known to be a source of global contamination that will remain in the environment for thousands of years. These “forever chemicals” are also highly mobile and widely detected in drinking water, groundwater, surface water, and rain water with widespread ecological and human health risks. Exposure to PFAS is associated with cancer, reproductive toxicity, immunotoxicity, and other health effects, with firefighters working with these chemicals at increased exposure risk.
